The Presidential Government System has been put into effect after the presidential elections of June 24. It is now being discussed about the assignments compatible with the new system, the place of Nationalist Movement Party (NMP) in the new system and who will be the members of the cabinet. The new system, which is expected to have members from the NMP, will consist of a huge cadre of 750 people.

The lobbies have been heated up by the meeting of President Recep Tayyip Erdogan and the NMP’s Chairman Devlet Bahceli. According to rumors, in the new system, named as ‘the Presidential Cabinet’, the NMP members will be given place in the governmental cadre that will serve under Erdogan. It is expected that 9 presidents for the State Councils that will be affiliated with 3 vice-presidents, 4 Office Chairmen, and, in addition, the Turkish Grand National Assembly (TGNA) Speaker and the deputies, the parties’ group chairmen and group deputy chairmen, and the deputy ministers will be designated in July.

A HUGE CADRE OF 750

A huge cadre of 750 staff is being created to work with 500 bureaucrats such as ambassadors, governors, general directors, who will serve under the vice-presidents.

THREE UNDERSECRETARIES WILL BECOME MINISTERS

Once again according to rumors, some undersecretaries and bureaucrats, who are in office for the time being, will be charged in the new cabinet that is expected to be announced in July. It is being uttered that the Undersecretary of the Ministry of Health Eyüp Gümüş, the Undersecretary of the Ministry of Interior Muhterem İnce and the Undersecretary of the Ministry of Education Yusuf Tekin, who are appreciated by Erdogan because of their performances, will be assigned as ministers of the same ministries, and that the NMP leans towards those assignments.

THE TGNA SPEAKERSHIP TO BINALI YILDIRIM

Even though the government spokesman Bekir Bozdağ’s and the vice chairman of the Justice and Development Party (JDP) Hayati Yazıcı’s names are spoken out for the TGNA Speakership, it is taken for granted that the former Prime Minister Binali Yıldırım will become the TGNA Speaker. It is stated that Erdogan will give assignment to the Presidential Spokesman İbrahim Kalın, the Minister of Finance Naci Agbal and the Minister the EU Ömer Çelik in the new cabinet.

THOSE WHO WILL REMAIN IN OFFICE AND WHO WILL BE DISCHARGED

In the new system, the number of ministries will decrease to 16 from 26. It is expected that 20 to 25 deputy ministers will be assigned to these ministries.  Some of the NMP’s and the JDP’s deputies are expected to be deputy ministers. The Deputy Minister of Development Yusuf Coskun, the Deputy Minister of Customs and Trade Fatih Ciftçi, the Deputy Minister of Health Ahmet Öğütken, the Deputy Minister of Forestry Harun Tufenkçi will remain in office. Those who are mentioned to be discharged are the Deputy Minister of Agriculture Mehmet Danış, the Deputy Minister of National Defense Suay Alpay. Since some of the deputy ministers have become deputies, new deputy ministers are expected to be assigned instead of them.

BAHCELI TEARS INTO THE GOOD PARTY

It is said that Devlet Bahçeli will take part in the cabinet with some outside assignments, instead of the elected deputies of his party. Among the claims is Bahceli’s efforts to bring some deputies from the Good Party to the NMP’s fold, as he wants to preserve his power in the TGNA. Akşener’s statement, “The Good Party has fulfilled Turkey’s need for a center party”, seems to render the Good Party as target both for the NMP and the JDP.
